In modern\nversions of virtualenv (>=14), `virtualenv` will reach out to pypi to download\nthe latest version of `pip`, `setuptools`, and `wheel` even when it has a\nperfectly good copy of the wheeled packages on disk.\n\nA few reasons why downloading is problematic:\n- Reaching out to the network is slow.\n- pypi goes down quite often\n- You may work in a situation where installation should not come from public\n  pypi.\n- If you don't have a network connection, `virtualenv` will outright *fail*.\n- Hurts repeatability as you may suddenly get a new version of `setuptools` /\n  `pip`\n- `setuptools` has been unstable in the past, breaking their latest version\n   and compatibility.\n\n## How it works\n\nThe downloading behaviour of `virtualenv` can be disabled either by calling\n`virtualenv --no-download` or by setting the environment variable\n`VIRTUALENV_NO_DOWNLOAD`.  This tox plugin sets that environment variable\nduring the virtualenv creation.\n\n## Usage\n\n```\n$ pip install tox-virtualenv-no-download\n# just use tox as you usually would\n$ tox ...\n```\n\n\n",
